Why convert BMP at all?
A 24-bit BMP stores every pixel with almost no compression. JPEG is far smaller for photos and scans.
What if the browser cannot read the BMP?
The file is sent to the server, which decodes BMP with GD. The row reports that, and it reports an error if decoding fails. It will not pretend the file converted.
Which background is used?
JPG has no transparency. Any transparent pixels in a 32-bit BMP use the background colour from Settings.
